There was a dramatic spike in private investments made to learning technology companies in 2007 and 2008.

The report is called, ''Private Investment Trends in the US Learning Technology Industry: 1999-2008 Longitudinal Analysis'' and includes a detailed analysis of the funding amounts across eight types of learning products. It also analyzes the capital flowing to the training outsourcing companies. The analysis compares the funding activity in the last recession to the patterns in the current recession. There are some similarities, but investment trends are different this time.

"In the last recession, the vast majority of investment went to Self-paced eLearning companies," comments CEO Tyson Greer. "This time capital is flowing to companies that are 'innovating their way out of the recession' with second and third-generation products."

The research provides evidence that the current recession is now a growth catalyst for both the sales of learning technology products and the investment in learning technology companies. While no industry is immune from a recession, education is known to be "recession-resilient" and investment firms are moving money into the industry in response to the downturn.

"There are discrepancies between total funding activity for specific product types and the product's potential revenue growth," adds Adkins. "On the other hand, there are clear revenue opportunities for both suppliers and investors that are targeting products with sustainable and long-term revenue streams."

At a meeting on the 25th February Igor Shchegolev, Communications Minister of the Russian Federation declared that "the most promising developments in Russian Free and open source software (RFOSS) must be selected and then we must focus on them". The software services distribution company VDEL welcomes this move, and believes that this Russian government backing for free and open source software will ensure increased access to global markets and networks in the region through the adoption of new open standards and methodologies. A previous round-table discussion on IT-security on the 11th of February in Moscow had resulted in the refusal by major Russian developers and integrators to endorse a creation of a closed Russian operating system at the Russian Parliament's Committee bidding, and also underlined the importance of open source development.

Moscow, Russian Federation (PRWEB) March 1, 2009 -- On February 25th, 2009 the principal of the Ministry of Communications and Mass Communications met with representatives of Russian Free and Open Source Software (RFOSS) development companies, including VDEL, at the Ministry of Communications and Mass Communications of the Russian Federation. The purpose of the meeting was to discuss concrete steps that can be taken by the State to support RFOSS development process.

Igor Shchegolev, head of the Ministry of Communications and Mass Communications, declared that the focus must be on the areas of RFOSS with the highest potential. Addressing the RFOSS representatives he noted that with today's rapid world development of Free and Open Source Software, Russia must make the best use of its capabilities in this field. According to him, "the most promising developments in RFOSS must be selected and then we must focus on them".

Igor Shchegolev also stated that there should be national centers of competence that would attract foreign developers as well as promote the movement of domestic talent to the world market.

Speaking about the idea of an exclusively Russian operating system, he called it "exotic". He admitted that similar attempts had been made in some other countries, but weren't a success.

M.Prohaska, managing director of VDEL supports this and states "The idea of Open Source transcends any national, religious or racial regressional fictive borders, and puts any idea of 'national' intellectual property into its place - history. The future belongs to interconnected world of innovation and information that Open Source model is based on. We are very proud and happy that the Russian Government supports this view and wants to take active part in this world-wide phenomenon."

All the participants agreed that for the successful RFOSS development it is necessary for all developers to combine their efforts and to naturally establish industry associations. Igor Shchegolev said in his turn that the Ministry is eager to participate in such a project

Earlier Mr. Shchegolov also supported VDEL and Red Hat in their effort to create a Competence center in conjunction with several western vendors that will open in April. The main focus of the Competence center will be to transfer the best practices from other countries in the implementation of Open Source on the government level. Other goals will include:

-Bringing Open Source solutions that have proven to work to Russia

-Making sure relevant success stories and analysis of unsuccessful stories are presented, so that Russia will try to avoid mistakes made in other places

-Helping promote Russian products to the rest of the world

-Helping the formation of partnerships with the world wide community

-Making sure that Russian specific issues are included in the world wide Open Source projects.

Also present at the meeting were: V.P Ivannikov, RAS academician, the director of the Institute for System Programming, Y. Zhukov, the first deputy director of VNIINS, M.Prohaska, managing director of VDEL, A.V.Smirnov, director of Alt Linux, and D.V.Komissarov, adviser to the President of IT Company. Also present were the representatives of such companies as 1C, Lenovo, Integral, IBM, Parallels, R-Style, Korus Consulting, Sun Microsystems and others.

At a previous round-table discussion on IT-security, organized by the Russian Parliament Higher Technology Committee on the 11th of February, a proposal to pass all Open Source Software development work to state corporations was rejected by representatives of the Ministry of Communications and Mass Communications and almost all Russian IT-associations.

"It's unacceptable that the authors of the idea consider the Federal Public Procurement Law to be the main obstacle to Russian IT-development," Oleg Chutov, the head of the Department of Scientific and Strategic Development, admitted in his summary of the discussion.

"The Governments of China and Brazil made efforts to control the process of Open Source Software development, i.e. to create closed operating systems. This approach just led them to a dead end," stressed Milan Prohaska, the CEO of the software distributing company VDEL. "The idea of creating an exclusive Russian information system (to be developed in Russia and for Russian users only) is, in essence, an attempt to build an 'information ghetto' for Russian programmers, to limit them both at home and foreign markets".

Dmitry Efanov, the representative of The All-Russian Research Institute of Control Automation in the Non-Industrial Sphere (VNIINS), states that integration into the global development process is obligatory in order to create a real operating system in Russia. Ilya Massuh, advisor to the Ministry of Communications and Mass Communications, underlined the necessity to found a Russian Software Developers Association.

Rod Sherr, CPA, President/CEO of Resource Management Solutions, suggests the following steps to keep your company in the driver's seat when selecting the right software application solution for your organization.

Los Angeles, CA (Vocus) February 28, 2009 -- Most companies understand they need help when looking at investing in a software solution. The real question is where they turn for help? If they turn to a software sales team before they are "ready", they could be making a very big mistake.

"Unfortunately, I have seen this happen too often," says Rod Sherr, CPA, President/CEO of Resource Management Solutions (RMS) (www.Consult-RMS.com), a California Corporation. "Many companies do not understand the protocol of selecting the right software application solution for their organization. They do spend time on researching what might work best for them but many neglect the first step to take before contacting the software vendors."

Sherr goes on to say that companies that give up the driver seat to a sales team may have already lost the battle. The dog and pony show does need to take place in the boardroom but the timing of this must be strategic. If vendors are invited in too soon, there may be promises made that cannot be fulfilled and companies may end up paying for a lot of customizations to get the software to perform to match their needs.

Sherr recalls walking into the boardroom of a very large client who had just signed a contract with a vendor to purchase their software. They got a great price but the ground work was not completed prior to the purchase. As a result, the company had well over 100 customizations to the software to get it to perform adequately. Due to the numerous customizations, this implementation took longer to complete and ended up costing this company more than the cost of the other vendor's solutions. With this many customizations, it made their software impossible to ever upgrade.

What is the proper protocol? Sherr suggests the following steps to keep your company in the driver's seat:

1. Document your company's current (AS IS) state. Sherr says, "you need to know where you are before you can determine the path of where you need to go."

2. Prepare a needs assessment, a list of your business requirements and objectives. Prioritize what is most important functionality wise to you. In other words, what are your "must haves" verses your "like to haves".

3. Once current state is defined and documented along with business requirements, a company is ready to write their requirements in the form of a request for proposal (RFP). This is then submitted to the public and is the formal invitation for software vendors to submit their proposals. Pay very close attention to how each vendor addresses your needs.

4. Once the proposals are reviewed, companies are now ready to invite vendors to the party. This is where vendors need to answer questions and show you the functionality of their software.

Sherr says, "make sure all questions get answered by the vendors. Do not leave anything unanswered." A good software salesperson will be able to show their potential client live scenarios of any areas of functionality that they have a question about. If vendors can't reproduce the scenario or don't answer the questions fully, don't sign their contract until they prove their case. Sherr urges companies to spend the time necessary to prepare for their software selection and be ready to ask the software vendors the tough questions. By following these steps, a company can greatly reduce under-performance and project failure risks.
